Abstract |
In 1999 a new law on the protection of the marine environment was enacted in Belgium. This law created the possibility for establishing marine protected areas in the Belgian marine waters. Several attempts were made but never succeeded due to serious public and political protest against the designation. In 2005-2006 the minister for the North Sea succeeded in designating several marine protected areas. Preliminary results from a process evaluation learn that the failure of the first attempts were due to a lack of well organised communication and participation. In the later, successful, attempt a thorough informal participation process was set up. The question remains whether the participation will lead to a weakening of the conservation of the marine environment. |
