Abstract |
Maritime activities were long confined to the coastal waters alone. Today however, due to technological progress, all parts of the oceans are becoming accessible to humankind : the distance from the shore or the depth of the ocean floor are no longer insurmontable obstacles. Areas and resources situated beyond national jurisdiction are therefore at increasing risk from the intensity and diversity of human activities. The high seas, for example, are threatened by the rapid growth in transportation and fishing activities, which are leaving their mark on ever more distant and ever deeper parts of the sea. Moreover, recent scientific discoveries regarding marine biodiversity have placed the high seas at the centre of new exploration and exploitation issues. At a time when it is becoming urgent to rethink the management of areas and resources located beyond national jurisdiction, this publication, a collection of contributions by international experts, provides several different perspectives with the aim of establishing a new governance of high seas biodiversity. |
