Abstract |
The Netherland Keys to the success of community research projects and to an effective support of marine economic activities are the speed and the ease with which users can identify, locate, get access, exchange and use oceanographic and marine data & information. Further these data & information must carry a certain overall data quality level. Data and Information Management plays a vital role in achieving these goals. It assists science, it safeguards scientific data for future use by a wider community and moreover it enables to combine these scientific data with other available oceanographic and marine data resources for a wide range of applications. Given the large and still expanding size of diversity in types of data, organisations engaged in data acquisition, volume of data acquired, and offer of computer technologies for data processing, storing, retrieving and distribution, Data and Information Management has become a professional discipline and service. It requires Data Management organisations or units that collaborates with and give service to scientists and that are skilled in processing, quality controlling, archiving, producing added-value data products and disseminating of data & data products. A closer collaboration on a European scale is essential to achieve a more cost effective approach to ocean and marine data and information management and to fulfil the growing demand for ocean and marine data & information from scientists and other communities. The authors are engaged as project coordinators for 2 challenging marine data management projects, that are underway since autumn 1998 and that are very relevant for the communication and scientific cooperation in the Eastern Mediterranean and the Black Sea regions:-EURONODIM, European Network for Oceanographic Data & Information Management.-BLACKSEA WEB, a Demonstrator for a Black Sea Marine Environmental Management Support Systern based on Telematics.EURONODIM is organized as a Concerted Action within the EC-MAST programme and joints a partnership of 15 national oceanographic data centres/focal points from 14 European coastal states plus the EC-Joint Research lnstitute. lt comprises the organization of a European cooperative network for oceanographic data & information management. This network will operate in a coherent and operational mode to strengthen the quality, service and overall performance of ocean and marine data & information management in Europe, both on a national and international level. The workprogramme consists of:-to develop, maintain and electronically publish jointly meta-data products/directories on the Internet to keep track of ocean and marine data & information and to improve the overall awareness, overview and access to ocean and marine data & information in Europe;-to exchange experience and to cooperate in development, promotion and implementation of data & information management practices and methods;-to develop and organize an overall capability for handling, processing, quality-controlling and archiving a variety of oceanographic and marine data types, anticipating differences in capabilities of individual partners and the evolvement of new data types. The central focal point for the infrastructure and cooperation is the navigation website www.sea-search.net, that is already operational and expanding it's services, products and scope over time. BLACKSEA WEB is a project with support of the EC INCO-COPERNICUS programme and undertaken as a co-operation between partners from Ukraine, Russian Federation, Romania, Denmark and the Netherlands. ft focuses on strengthening of environmental management for the Black Sea region by developing and evaluating a Demonstrator a Black Sea Marine Environmental Management Support System, based on Telematics (Black Sea Web). This Demonstrator might provide a model for future expansion of the system among all countries bounded on the Black Sea. The core of the project consists of the development of an infrastructure by Internet among data source holders with abilities to maintain and search meta-directories, to maintain and search GIS datasets as well as to identify and load datasets from partner (distributed) databases using the meta-directories as catalogue and intermediary agents. The central focus in the infrastructure is the navigation website www.blackseawebnet. The authors will present and demonstrate the set-up and capabilities of both infrastructures under development and will highlight the opportunities, provided by these developments for further strengthening of marine data management and scientific support in the Eastern Mediterranean and Black Sea regions. |
