| Abstract |
ODINECET (Ocean Data and Information network for the European Countries in EconomicalTransition) intends to create a network of marine libraries within the ECET region.Theoretically, ODINs are supposed to develop Data and Information management in differentregions. The first stage of ODINECET focuses mainly on aquatic information management. So,according to the IOC Strategic Plan for Oceanographic Data and Information Management(2008-2011) we shall keep with recommendation 4.4 OceanDocs as follows:• The objective of OceanDocs is to make publications of marine science and oceanographymore easily and freely accessible to the ocean (and coastal area) research andmanagement community, to enhance scientific cooperation communication at theregional level.• OceanDocs enables researchers to deposit the full text of their works: articles, conferencepapers, technical reports, working papers, thesis and more. The information managementand librarians of the participating institutes will help the researches with the submissionof their publications• OceanDocs is a service to enhance scientific communication in marine science andoceanography and will not interfere with the classical book and journal publishingmethods. Researches can publish in a scientific journal and at the same time submit theirpublications on OceanDocs.• OceanDocs is being developed as a distributed network of national repositories, hostedby Member States, as well as regional or international repositories (e.g. AquaticCommons developed by IAMSLIC) and others.• Researches in development countries have a wealth of information available that oftenhas not been published in widely available journals: e-repositories can be extremelypowerful tools to expose this wealth. Capacity building to create the necessary expertisein all Member States to create institutional, national or regional e-repositories will beprovided through ODINs.• A second service to be further developed and expanded is OceanExpert: the globaldirectory of marine and freshwater professionals, as well as OceanTeach development.• Capacity building and sustainability are important aspects of the IOC Data andInformation Strategy and IODE’s record on capacity building includes the building ofODINs in the regions. |
