Abstract
Objectives

OffshoreGrid is a techno-economic study within the Intelligent Energy Europe programme. It will develop a scientifically based view on an offshore grid in Northern Europe along with a suited regulatory framework considering technical, economic, policy and regulatory aspects. The project is targeted for European policy makers, industry, transmission system operators and regulators. The geographical scope is, first, the regions around the Baltic and North Sea, the English Channel and the Irish Sea. In a second phase, the results will be applied to the Mediterranean region in qualitative terms.
Approach

Offshore power generation data and scenarios will be developed in the preparatory phase. The scenarios will consist of time-series of offshore wind power generation with high temporal and spatial resolution. Estimates will be made for other marine renewables and for power demand from the oil and gas industry. The assessments for a techno-economic analysis consist of two modelling tasks, one focusing on offshore grid infrastructure, the other on the power market. The modelling results will be iterated between these tasks. The techno-economic modelling input is managed centrally by the project coordinator. After results are transferred to the Mediterranean situation, conclusions and policy recommendations will be drawn for all regions. During the entire project, regular feedback from stakeholders to the consortium is ensured via interviews, regional stakeholder workshops, scientific discussions and a stakeholder advisory board.

Targeted output and results
A selection of blueprints for an offshore grid in the Baltic and North Sea taking into account a) the costs of the various options, b) their socio-economic value, c) the regional/ internal power market designs and d) the regulatory framework for the remuneration and operation of the grid.
Acceptance of the results by the main stakeholders including EC/ national policy makers, TSOs, regulators, offshore generation developers, other users of the sea. This shall be reflected in several references in EU and national policy makers, as well as in written acknowledgments of the results by representatives of the main target groups.
Business figures regarding expenses and return on investment for TSOs and other potential developers of offshore transmission infrastructure, as well as for policy makers and regulators.
Representative time series that are generally applicable for wind generation studies.
Interaction of different design drivers for an offshore grid and the associated costs and interaction of power prices, market design and energy economic parameters in a market comprising the regions around the Baltic and North Sea.
High-level renewable energy and grid scenarios for the Mediterranean region

Stakeholder Workshops
The project consortium wishes to cooperate closely with policy makers and stakeholders. The first Northern European Stakeholder Workshop will take place at the 2009 European Offshore Wind Conference (EOW2009) in Stockholm. It is targeted towards European and national policy makers, transmission system operators, regulators, energy utilities, developers, energy agencies and other actors involved in offshore infrastructure development in Northern Europe.
